Fire and Safety department continuing their effort to assure safe operation of the refinery facilities. This support aimed at maintaining the highest standards of safety for equipment and properties. It also intended to protect the environment and combat pollution at its source. The company insists on upgrading safety standards, protecting the employees as well as the contractor workers occupational health and the environment.
ERL's safety policy is based on sound principles and includes compliance and applicable national and international safety legislation, industry standards and best practices, managing safety with the same value as all business operations and promoting a safe working environment within the company. Our goal is a healthy, safe and clean environment for our employees and the people of Bangladesh. ERL takes pride in adhering to best industry practices both in terms of results and effectiveness in order to ensure the safety and health of its employees, contractors, suppliers and outside community. We inform employees through ongoing dialogue about all aspects of operations that could materially affect them, our performance and progress to our goals. We trust, respect and support each other, promoting teamwork to successfully achieve our objectives. We believe that off-the-job safety is a critical indicator of safety behavior and should be managed and addressed properly.
Management of hazard is the foundation of ERL safety management system and is a continuous process. We intend to reduce the total hazard of our operation by implementing the recommendations of our investigations and studies.
All new processes are designed to increase safety margins and achieve inherent process safety management. Emergency Preparedness plans and safety regulations are maintained and practised all over the refinery to protect workers, contractors, public and the environment in the event of an incident.
ERL SAFETY REGULATIONS
For an overall safety preparedness of ERL the various mandatory Safety rules and regulations are to be followed by all concerned which has been aimed at attaining the maximum possible preventive safety.
From the safety point if view the whole area of the refinery has been divided into two zones, namely Green ribbon zone and Red ribbon zone.
GREEN RIBBON ZONE
All areas within physical boundary of ERL but outside the inner fencing will be treated as green ribbon zone. All activities within this area shall be under surveillance of either SECURITY or SAFETY Department. Either of these agencies may interfere with the activities of any individual or department with a view to ensuring overall Safety and Security of ERL.
RED RIBBON ZONE
This area comprises of all processing units, utility services, storage facilities, auxiliary service facilities, associated roads, drain, culverts, laboratory, etc. All activities within this area shall be under surveillance of INSPECTION & SAFETY Sub-division of ERL. Various safety requirements shall be applied without deviation within this area. All concerned shall follow the laid down rules to ensure personnel and plant safety.
Following are the few rules which have been formulated to ensure personal safety:
IN ADDITION TO FORMAL SAFETY REGULATIONS, THERE IS AN EMERGENCY PREPAREDNESS PLAN TO FIX RESPONSIBILITIES AND ESTABLISH PROCEDURES FOR HANDLING AN EMERGENCY.
GENERAL SAFETY PERMIT SYSTEM
Before any work is undertaken as listed in Hot work & Cold work within the Red Ribbon Zone Areas, a written permit for each work must be obtained from applopriate authority.
Appropriate authority is the authority who is the in-charge of the unit area and in-charge of Safety Department.For "Hot & Cold" works, different permit procedure has been designed.
The safety permit procedure is designed to ensure that observance of the conditions printed and endorsed thereon will provide the fullest possible measure of safety for personnel, Plant & equipment.
The permit, when issued, should hold by the actual user at the site of the work.

ERL produces 16 petroleum products including a few non-fuel products, namely, SBP, JBO, MTT, BITUMEN. Some of these products are produced only on demand.
